    You are using IIS FTP, aren’t you?
    Try to remove IIS once and reinstall afterwards. Then remove the local rapport user and start the WDM install all over again.

    Yes I’m using IIS FTP. Btw, does it matter that there are certain other programs in the same server that are using IIS FTP?

    That shouldn’t be a problem. HTTP would be a different thing but FTP should work unless the anonymous user has full access (or the user you are using for FTP verification from the WDM install).
