I am trying to cache the INI file locally on a Wyse 5010 running ThinOS 8.6_027.  Here are the settings from wnos.ini.  Do I need anything besides MirrorFileServer=yes?  Should I be able to see the global ini if I boot the thin client without a network connection

There is nothing more to configure. MirrorFileServer=yes is the needed parameter.
If this config is not available, the client will use the cached one.
On System Tools-WMS.INI you can still see the config. However, in the first line, you will see:
    ## Notice: Configuration from cache

Looks like I needed to be a little more patient as what you said occurred.  The reason that I am looking into this is that we recently purchased the new 5470 laptop and are looking to set users up so that they can transition between onsite and offsite smoothly.  Is there a way to set the laptop up to display the VPN connection screen if it does not find the ftp site or WMS server?

You can enable OpenVPN to pop-up each time. However, you cannot define a dependency like ITTT.
