Verified this issue in 2 different environments, just posting this in case others run into this problem. After installing the 3.1.1 patch, the Dell Tomcat Service will not restart. There is an issue with the server.xml file in Program Files/Dell/WMS/Tomcat-9/conf/ Workaround for now was to replace the server.xml file with the one in the Archive folder and restart the service.
I know nothing about Tomcat, this is just what resolved our issue.
