I would also set the WDM server up with a static IP and set option 186 to the IP, not the server name. If you’re using the hostname, check your DNS to make sure it’s resolving the right IP to that name.

Also make sure there are NO other WDM servers on your network. I had a test server running that was intercepting DHCP packets with the DHCP proxy service and sending out its own response, so all my clients were trying to check in with the test server instead of the production server, even with DHCP options set. In that case I had to not only disable the IIS services, but also all of the WYSE services – notably WYSE DHCP proxy. I should have had the test server on an isolated network, but that would’ve been a chore.
